JavaSE 7 build 15 is available at the openjdk.java.net website

Sadly, the plugs for build 15 still don't include t2k.lib, so build 15 
still won't build on Windows.

What's the word?  Should I expect this in build 16?  Is this file still 
caught in a legal snag?
