Format for JDK 6/7 changeset comments?

Because we don't have a publicly writable bug database, I assume that the 
process for non-Sun committers will have to be that they ask a Sun person 
to update the bug for them anyway to fill in the evaluation. In other 
words, the committer will send the evaluation, along with any additional 
information, via email to a Sun employee who will then put it into the bug 
database. So I don't think we need to stick it into the changeset comment.
