Format for JDK 6/7 changeset comments?

I agree with Andreas. The reason for asking the submitter to provide
evaluation content even though they can not edit the bug directly (at
least for now) is to preserve the consistency of where information
goes over time. You don't want to hunt around in different locations
depending on when the bug was addressed. We already have this problem
and it can make getting up to speed in a new area difficult.
