New Group Proposal: OpenJDK Conformance

The tools at the JCP web site are an older version of what we use  
internally and of what is open sourced in the cqme project at Mobile  
& Embedded (https://cqme.dev.java.net/). We are looking into adding  
some more of our tools there. The suggestion of an GPL-ed sample TCK  
is an interesting one.
