I think useful information like this would be nice to have irrespective 
of whether we use a fixed state with URLs or not.

We do something similar in fedora. Whenever I push out a package which 
claims to fix a bug, a comment is added to the bug report that notes 
where the fix is. For example, the following two comments to the bug 
report indicate the fix has been pushed to F15 and F16:
https://bugzilla.redhat.com/show_bug.cgi?id=741821#c9
https://bugzilla.redhat.com/show_bug.cgi?id=741821#c10

Something like this in the openjdk bug system would point to the 
changesets which were pushed to one of the openjdk repositories.
