No, I don't think so (except maybe that a JSR needs an issue tracker no
matter where it's hosted).

These tiny language changes don't merit a JSR of their own, so they'll be
covered directly in the Java SE 8 umbrella JSR (337) [1]. Discussion of
these changes will take place on the evaluation-and-comment list Alex
mentioned earlier [2].
To answer your next question, JSR 337 was originally submitted under JCP
2.7 and has yet to convert to JCP 2.8 and its stronger transparency
requirements. A giant step toward that was taken with the installation
of the new OpenJDK Terms of Use [3]. As soon as I settle a couple of
other details I'll ask the JCP PMO to convert JSR 337 to JCP 2.8.
