As Project Lead, you appoint Authors by sending an e-mail to the registrar asking for the
Author role on the Project to be recorded in the census.

Since the project exists, for other roles, you can't appoint but need to 
nominate & vote instead ,see http://openjdk.java.net/projects/#project-committer 
for committers, but that should be trivial enough given that right now you're
the only person on IcedTea according to census.
