Omair,
The project lead or maintainers are not necessarily Reviewers. In the
JDK 7u Project, an official OpenJDK Reviewer is required on all code
fixes. Keep in mind also that not all backports apply cleanly and
separate code reviews have been required. There's also the case of fixes
which were not applicable to JDK 8.
