New candidate JEP: 357: Migrate from Mercurial to Git

There commit message format may be interesting to implement despite
the move to Git, and I would recommend moving this into a separate JEP
and/or implement a mercurial hook perhaps (since a full JEP maybe
overkill, but this should be documented and users should be somehow
assisted).

This address a longer standing issue, especially for backports and
rework of existing patches, but it seems to me only incidental that
the new commit message format is part of this JEP. Also, what is a
"trailer"?
