[Patch for review]: java regression test LayoutExtraGap

Hi,

This patch applies the layoutextragap patch that I created to icedtea. The test was rewritten because it did not make sense to what was intended. With this patch the test passes.

Changelog:
    *patches/icedtea-jtreg-layoutextragap.patch:
    New patch for jtreg test LayoutExtraGap, which makes the test pass.
    * Makefile.am:
    Changed to allow the patch to apply during the make process.
