RFC: drop netx.jar and plugin.jar from bootclasspath

I don't see a reason to do this so soon with 1.1 not even out yet.  Let's
wait until after the next IcedTea6/7 releases (1.14 & 1.11) and decide then.
It's not a big enough issue to go breaking older versions of IcedTea-Web.
