[FYI][icedtea-web] minor changes in reproducers engine

changelog:
	
	localhost String moved to constant declaration, and SERVER_NAME moved instant Server instance so each server can have it name without affecting others
	added public method getur, whic can return url on server singleton. Implemetation of thios method is inside server, so ecah server can return its usefull url.
	saevFile is now public
	added identification for ThreadedProcess based on commandlineArgs and its run is now slowed by Thread.sleep
	ServerLuncher is now public (it was bug to not be as we have getIndependentInstance of it method )
