[icedtea-web] use the mozilla-plugin pkgconfig module for configuration

I have a feeling we moved from mozilla-plugin to detecting xulrunner at
some time in the distant past, but I don't recall the reasons.  Maybe
we need to revert that on modern distros, but let's see what the
situation is on a few more before making a decision.
