[icedtea-web] use the mozilla-plugin pkgconfig module for configuration

The patch Matthias propose are needed to un-break the armv7l buildbot that now fail during configure.

How about testing the patch on icedtea-web trunk and if all builders are OK using it then patch the 1.2 branch?
