Sure, why not?  1.11 only has to obsolete 1.8 if people want it to.

It may well turn out that there are problems in testing, and we have
to delay anyway.  But that isn't a good reason not to start the
release now, even if no-one ships 11.0 and instead everyone goes
straight to 11.1 with the security updates.
