Patch to make docs under CACAO always use 2GB

Here's a patch. There were 3 different clauses in the Makefile before but now
it makes sense to just set MAX_VM_MEMORY to 2048 in all cases.

javadoc hasn't changed but presumably the docs or the VM have in one way or
another. Remember that CACAO didn't work under 2.6 to begin with.
