I was able to reproduce it. It is due to using openjdk built against a NSS
version  earlier then 3.28 and running it using NSS version bigger then 3.28.
Here I reproduced it with 3.28.1. As long as the system NSS is the NSS openjdk
was built against, everything works just fine.

Setting it as workforme, since it can be only triggered if one has mismatched
java and NSS from different repositories.
