Russian translation of IcedTea-Web Policy Editor

Hello all,

Olesya, thank you for the OmegaT project package.

I think the problem is, that Olesya did not download the "raw" source
messages.properties file, but it's HTML representation on the IcedTea-Web
website. So already the source file imported into OmegaT was in HTML and
therefore also the translated file is HTML.

As soon as I have some time, I'll look at it and will try to fix this and
provide translated .properties file. I will also update the tutorial to
prevent this kind of issues in the future.
