RFR: 8209439(XXS): C2 library_call can potentially ignore Math.pow intrinsic or use null pointer

Since no architecture seem to be affected in 11 (we are only targeting 
getting pow intrinsic for AARCH64 to 12) there is no reason to rush it 
into 11. 12 is OK.
