Andrew it is wrong.

This is Bug not 'Enchantment'. You need to follow next instructions for fix request approval:
http://openjdk.java.net/jeps/3#Fix-Request-Process

In short:

1. Add label jdk11-fix-request
2. Add comment with first line is “Fix Request”.
3. Add link to webrev.

I will have to run changed tests on our platforms before approving it.
