Yes, Severin's summary sounds correct to me. The only additional thing is
that X is tuned for reduced waste and/or preventing the entire container
from going OOM.

I also realized I had missed the discussion of this topic from
hotspot-gc-dev - I am working through the questions there and hope to send
out an update email by EOD.
