RFR: 8250912: Recording#copy() doesn't copy the flush interval

The method was made package private (instead of removed) to avoid causing regressions late in the release. See:

https://bugs.openjdk.java.net/browse/JDK-8236265

Plan is to remove the flush interval implementation in this or the next release.
