<i18n dev> RFR: Currency updates for JDK 7

I'm looking to update Currency data in JDK 7u which hasn't been updated 
for some time. I'm porting back various currency updates from JDK 8. I'm 
using the opportunity to update some Locale issues also.

7085757: Currency Data: ISO 4217 Amendment 152
7195759: ISO 4217 Amendment 154
8021121: ISO 4217 Amendment Number 156
8055222: Currency update needed for ISO 4217 Amendment #159
8006748: getISO3Country() returns wrong value
7077119: remove past transition dates from CurrencyData.properties file

Locale corrections :
6931564: Incorrect display name of Locale for south africa
8027695: There should be a space before % sign in Swedish locale
