`make test CONF=fastdebug JTREG="VM_OPTIONS=-Xcomp -XX:+UseShenandoahGC -XX:ShenandoahGCHeuristics=aggressive -XX:+ShenandoahOOMDuringEvacALot" TEST=java/util/Locale/SoftKeys.java` can trigger  same error:
