I've updated the CSR to incorporate some of the additional alternatives that were raised.
* `getEncodedLength`: both `getEncodedLength` and `getByteLength` seem like viable options. I'd appreciate input from core-libs reviewers on preferences.
* discussion of moving this to `CharsetEncoder`. My opinion is that `String` seems like a better location for this API at this point, but that both are viable options if core-libs team prefers `CharsetEncoder`.

I suggest leaving `getDecodedLength` as separate possible future work. I don't think anything in this change forecloses on the possibility of adding it later, if there are enough use-cases for it.
