RFR [14] 8215038: Add a page that lists all system properties

Both code and rendered docs look good to me. 

I slightly dislike that the system properties page is always generated, and the link on the index page is rendered if any index tags are defined, resulting possibly in an empty page and a link to an empty page. But I think that’s a minor issue we can live with. As you say, this is a good start.
