Copyrights issue GPLV2 with no classpath exception in OpenJDK14 :Add an indicator for external links in javadoc

Hi,

We have noticed that,
 
src/jdk.javadoc/share/classes/jdk/javadoc/internal/doclets/toolkit/resources/external-link.svg 

the copyrights has GPLV2 but there is no mention of Classpath exception.

Can you please confirm if the copyright is correct?
