Copyrights issue GPLV2 with no classpath exception in OpenJDK14 :Add an indicator for external links in javadoc

Thanks for reporting this.

I will investigate and update as necessary.  It is certainly the case 
that this file does not follow the default rule that all files in the 
src/ directories should use GPLv2+CE.
