Draft JEP: Launch Single-File Source-Code Programs

I think that stripping the #! should be part of the JLS,
so all tools that takes a source code as an input will strip the line and not just the java launcher.

And in the future, jshell should also support stripping the first line but that should be done as another JEP or another bug/rfe because this is not directly related to this JEP.
