Yes, you're right. But I always understood this sentence in the way
that "eight significant contributions" is an absolute minimum for
becoming a Committer.

Until now we (i.e. me and my colleagues from the SAP JVM team) always
accepted this overhead in order to conform with what we thought are
the general rules of the project. But maybe that was unnecessary and
naive?
