CFV: New OpenJDK Committer: Martin Balao

Hi Andrew,

I can see Volkers side.

To get the the short term benefit of quickly adding a developer and
saving some sponsoring work we risk long term erosion of a well
established voting process.

Needless to say, in no way has this to do with Martins value as a developer.
