Even you can apply cleanly the patch, but pls don't. Normally it means 
you would override the correct translation. As I had explained to Kevin, 
the translation got refreshed in every msg drop. The msg drop will fix 
the translation automatically.

Currently Oracle provide the effort to support Simplified Chinese and 
Japanese.
