No, the changes I mention did not make it to 11 or 12.  They were made
by Oracle in the hidden jdk><N>u branches and then released to the public.
For the jdk10u changes I checked that they can be applied cleanly to 
jdk11.0.1, so those translations are missing there.

Last Spring a change of mine was rejected claiming that these files are
handled by Oracle.  So did this policy change now?
