Release Notes

Hi,

Recently, I have added release notes issues for the important changes in JDK 13, notably in
Shenandoah and Epsilon [1]. This labeling was used to automatically generate release notes by my own
tool [2], and presumably it would be used all the same for the Codetools "releasenotes" project [3].

However, this weekend Clifford removed "release-note" tags and versions from those issues. As far as
I can see, non-Shenandoah/non-Epsilon issues are kept intact. This goes against my understanding how
release notes are managed in OpenJDK. Not to mention this looks seriously bad towards community
involvement. I hope that was the honest misunderstanding.

Please explain what happened here?
