New candidate JEP: 362: Deprecate the Solaris and SPARC Ports

Although a number of people have expressed potential interest, I have not yet seen anybody confirm that they are willing to commit to the maintenance of the Solaris and/or SPARC ports going forward.

With that in mind I’m planning to move forward with this JEP and will work on getting the relevant deprecation changes implemented and reviewed, possibly proposing this JEP to target JDK 14 if everything is ready in time.

Note that as stated in the JEP this is just deprecating the ports, *not* removing them. If a credible maintainer steps up for the Solaris port, the SPARC port, or both then the deprecation can be reverted.
