Proposal: Contribution of a TimeZone Updater Tool ?

Hello Andrew , I think such a tool would be a great contribution .
I hear often customers ask about timezone updates , and such a tool would give them the ability to update
to the latest IANA data (instead of waiting for an OpenJDK release with new timezone data ).
