Proposal: Contribution of a TimeZone Updater Tool ?

Appreciate the feedback.
I'd like to get some more feedback as well, especially form Oracle/Azul 
guys, as i'm aware they have their own tools, and I don't want to get down 
the contribution path for it to go no-where.... anyone else for comments 
please?

Hello Andrew ,  I think such a tool would be a great contribution .

I hear often customers ask about timezone updates , and  such a tool would 
give them the ability to update 
  to the  latest IANA data (instead of waiting for an OpenJDK  release 
with new timezone data ).
