Inconsistent "Fix Version: 15" for JDK-8247367

Yes, this looks deferrable to 16. That said, I'll look around post-integration performance data to
see what is the actual priority for that thing, and maybe submit the RDP1 approval request.

Yup, same thing: P4 was the default priority, and it looks to have more actual impact on
performance. That was fully intended to go to JDK 15. I bumped it to P3 and would request RDP1
approvals soon.
