RFR: JDK-8244618 - WinUpgradeUUIDTest.java fails after JDK-8236518

Hi.

Please review this patch to problemlist WinUpgradeUUIDTest.java that is currently failing in tier 2.  Another change is in review to remove the failure but it doesn't seem likely that it will be pushed today, so in the interest of keeping tier 2 green during the non-US timezones Friday I propose to problemlist the test for now.
