Proposed schedule for JDK 17

With JDK 16 done and gone, here’s a proposed schedule for JDK 17:

  2021/06/10  Rampdown Phase One
  2021/07/15  Rampdown Phase Two
  2021/08/05  Initial Release Candidate
  2021/08/19  Final Release Candidate
  2021/09/14  General Availability

The phases are defined in JEP 3 [1].

Comments on this proposal from JDK Committers and Reviewers [2] are
welcome, as are reasoned objections.  If no such objections are
raised by 23:00 UTC next Monday, 5 April, or if they’re raised and
satisfactorily answered, then per the JEP 2.0 process proposal [3]
this will be the schedule for JDK 17.
