RFC: 32-bit x86 port maintenance, stepping down as maintainer

Hey,

I posted this in reddit too, but I want to see what's required of someone
to do this because I am genuinely considering stepping up too.

I doubt that I am qualified, but if it is something that I can learn, I am
willing to put in as much effort as my day job allows me.
