[11u] RFR: 8218268: Javac treats Manifest Class-Path entries as Paths instead of URLs

JBS isn't loading for me right now, so I haven't been able to add a
"jdk11u-fix-request" label and a RFR comment to that issue. I'll do that
tomorrow or as soon as JBS starts loading again.
