RFR(XS) [11u]: 8219461: Bump update version for OpenJDK jdk11.0.3

Hi Goetz,

to me this looks good. The version date seems to be correct, assuming that 15th of April is the planned release day. Interestingly enough, Oracle did not do the bump to jdk12 12.0.1 in the jdk12u repository yet. I assume they only do it in their release repositories and the master update repository gets the change when merging it back.

I think we should bump the version:

(In 11.0.4, this should be one of the first changes I think)

What date should we use? The date Oracle will deliver it's update?
Did I miss a version field to be bumped?
