Let's assume that.

Please be clear about what you mean by "infrastructure", because we
need to be sure that we are talking about the same things. If you mean
source control and bug database, then I very much expect community
OpenJDK 11 updates to use them.

That's an interesting question. If Oracle are going to use the public
database for their closed versions, then perhaps it would make more
sense to use a tag such as "closed-11.0.3". Having said that, I would
have thought in almost all cases it would make sense for open and
closed to fix the same bugs.
