What is 11-pool Fix Version sued for?

Hi folks,

By coincidence a couple of us were discussing this issue last week.

We use it for tracking purposes a lot of the time. (I can check my -pool
records to find outstanding issues)

We're actually thinking of moving over to an NN-pool-<orgname> type
arrangement to avoid stepping on OpenJDK's toes. That is to say, we'll
use NN-pool-oracle on bugs we'd like to track for -oracle releases.

This would mean that if you see a -pool record, you know someone intends
to fix it in an OpenJDK release. (e.g. 11.0.6 as opposed to
11.0.6-oracle)

One slight issue with that is that Oracle engineers may end up using the
-pool-oracle fixVersion out of habit, even where they intend to push to an
OpenJDK release. (e.g. 13.0.2)

Feedback appreciated!
