[11u] RFR 8225745: NoSuchAlgorithmException exception for SHA256withECDSA with RSASSA-PSS support

Hi,

I'd like to have a review for the 11u backport of 8225745 [1].

Webrev.00:

Changes from JDK baseline patch:

 * src/java.base/share/classes/sun/security/util/ECUtil.java
  * Copyright date
  * 3rd hook does not apply cleanly because 8213010 [2] is not in 11u.
Manually applied the change without further conflicts.

Testing:

 * jdk/sun/security/x509/X509CertImpl/ECSigParamsVerifyWithCert.java
  * Passes
