Additional Labels for Backport Work

Hi all,

I've begun using a number of labels to help with 8u backport work,
that are documented as part of the OpenJDK 8u contribution process
[0]. As few people seem to have noted those additions, I thought it
worth an e-mail with more details. I'm also CCing jdk-updates-dev in
case maintainers on other OpenJDK update projects want to adopt
similar labels.

The primary two labels are:

1. jdk8u-needs-review

  This label should be added after an RFR is posted for a backport to
  8u. Please also add a link to the RFR.

  There is now a link to a filter for bugs marked with this label on the
  8u wiki [1]. Those of you who are 8u reviewers are encouraged to
  regularly triage this list and help with reviewing work submitted for
  backport.

  This should avoid RFRs getting lost in mail traffic. You may also
  notice that if you make a jdk8u-fix-request before there is a
  completed review, it will be changed to this label.

2. jdk8u-<username>

  This label is essentially intended to work as a lock on the bug,
  indicating someone is actively backporting the bug. The intention is
  to let others know that work is in progress, but is not yet ready for
  an RFR.

  When using this label, please keep it on the bug for the minimum
  possible time. Add it when work is actively started and remove it when
  the change is pushed. It is not intended as an 'I'm interested' label,
  as with others such as 'redhat-interest', but to avoid multiple people
  actively working on the same task.

  If the label does seem to be present for a long time, other developers
  are encouraged to query the developer concerned as to whether they are
  still active on this bug and to take over the work if there is no
  response for a prolonged period (>2 weeks).

A further occasionally used label is jdk8u-needs-deps, which
maintainers may use on occasion to indicate that a bug submitted using
jdk8u-fix-request needs other fixes to be present before it can be
considered.

I hope these additional labels prove useful and help in the process
of completing 8u backports. Feedback is welcome and, again, 8u reviewers
are encouraged to use the jdk8u-needs-review filter to find reviews
needing attention.
