[11u] [JFR] RFR(XXL) 8226511: Implement JFR Event Streaming

Hi everyone,

I'm still working out the final details with our execs, but I'm happy to
announce that New Relic will be committing engineering time to this project
and will be helping to incubate, test and maintain the backport.

Some other New Relic folks should be showing up on-list in the coming days.
