First pull of JDK 9 fixes into JDK 10

I'd like to see jdk10 have the same weekly cadence as jdk9 does, which
seems to work well.
Integration of fixes from jdk9 to jdk10, publishing of pre-release binaries
and javadoc (etc... testing ...?) are all things that jdk9 and jdk10 can do
in parallel until 9 is released. And it should not be too much of a burden
for our heroic release engineer; just run the same scripts twice.
