[7u12] Request for approval for 7185280: Jre7cert: focusgained does not get called for all focus req when do alt + tab

Leonid,

can I ask that you push this change to JDK 8 first ? Focus issues are 
tricky to fix and test. JDK 8 would be a better test ground for a few 
weeks at least.
